No, although the main rod's weight is a factor, as are the weights of the eccentric cranks, back ends of the eccentric rods, etc.. It is because the A's main drivers were cross-counterbalanced; when drivers are cross-counterbalanced, they're counterbalanced as the pair on the axle, rather than as individual wheels. This was often seen on the main drivers of locomotives but seldom on other drivers, which were usually counterbalanced as individual wheels.

Very interesting. I had always assumed that counterweights were centered exactly opposite the pin holding the rods. While that appears true for the front and middle A drivers, it is obvious from the drawing that it is not true for the main driver. Would this be because the added weight of the main rod throws the balance off-center?
