Steam question on the Shenandoah Division

Excerpts from CAB SIGNAL RULES in Shenandoah Division TT No. 9, effective July 21, 1955:

106. (c) Unless authorized by the Superintendent, an unequipped engine must not enter Cab Signal territory.

106. (e) Within yard limits, non-equipped enines or trains must not exceed low (restricted) speed.
             In other than yard limits, unless authorized by the Superintendent, a non-equipped train must not exceed speeds, as follows:
             Trains other than passenger trains, 25 miles per hour.  Passenger trains, 35 miles per hour.
