Some of us remember that Mayor Walter L. Young was also N&W Chief Engineer
Walter L. Young. He had been on Roanoke city council for several years when
I heard that he wanted to retire from city service, but the N&W told him to
stay on. It's obviously good business to have someone on city council to
look after the railroad's interests in Roanoke.

> N&W Underpass Plans Finished

>

> Plans for an underpass connecting Liberty road and Mundy road at the

> Norfolk and Western Railway's Shenandoah Division line have been

> completed.

> Mayor Walter L. Young said that the N&W's engineers had prepared plans

> for the underpass and city engineers have drawn plans for street

> construction and storm drainage.

> He said the estimated cost of the structure, alone, is $160,000. This

> compares to an earlier estimate of $120,000.

> Bids on the project are expected to be advertised this week with the

> chance that proposals will be opened before City Council within a month.

> The Norfolk and Western has agree to bear one-half the cost of the

> underpass. The city would bear the full cost of the street improvements,

> land acquisition and drainage.

> Because of low terrain in the vicinity of the proposed underpass, a

> storm drain will be constructed to flow into Tinker Creek. In some places

> the cuts for the line will be approximately 20 feed deep, it was said.

> This connection between the Hollins Road-Williamson Road sections has

> been in the mill for three or four years. The city has acquired land on

> both sides of the railway line for the connection.

> This year's budget carries some funds for the work but not enough to

> cover the city's full share of the cost. If bids are acceptable, Council

> will have to appropriate sufficient funds to make up the difference.
