    Philadelphia, Pa.,  Jan. 29 -- Fire which started with an explosion in the paint shop destroyed one entire section of the Baldwin Locomotive Works tonight entailing a loss of one million dollars.  About one thousand men were employed in the  burned building.
    The fire was discovered in the east end of the building a few minutes before six o'clock, when workmen were preparing to leave, and though the flames spread quickly, all were able to get out of the building safely.
    The Baldwin Locomotive Works is the largest industrial plant in the United States, employing 19,000 men in this city and nearly 10,000 in the departments at Lewistown and other places.  John H. Converse, president of Burnham, Williams & Co, which firm operates the Baldwin plant, said the loss would probably reach one million dollars, fully covered by insurance.
