You're correct Eric, it is not on the original N&W, but
inherited from the NKP. At Euclid, Ohio, there are three
consecutive color light signals that display flashing green
and flashing yellow. Timetable instructions indicate that
"signals 1804-1788-and 1774 will display flashing green
for clear and flashing yellow for Approach. Rules 281 and
285, Book of Rules, modified accordingly." The instructions
don't tell you why they flash. It's so that engine crews
don't confuse N&W signals with those of the paralleling
Cleveland Rapid Transit.

Same with Rule 283-B, the Operating Rules don't tell you
the theory. N&W's Henry Nase, Manager of Operating
Rules, noted that the Diverging Approach Diverging takes
over what the Diverging Approach leaves out in some cases.
A Diverging Approach means the train will proceed through
turnout or turnouts at prescribed speed, but will be ready
to stop at the next signal. But suppose the 2nd signal has
been cleared for a diverging movement also ? The Diverging
Approach Diverging aspect lets the engine crew know that
they won't have to stop at the 2nd signal. EXAMPLE:
routing an eastbound around a train stopped for a pusher
at Farm, then resuming the eastward main track at Tug.
