N&W in 1903 -- Oakvale

In the Bluefield Daily Telegraph for May 27, 1903, there is an article about police court with mentions one J. W. Cole who watches engines for the Norfolk and Western at Oakvale [WV]. Could this mean that the N&W based pusher engines at Oakvale in 1903? After all, the westbound ruling grade between Roanoke and Bluefield [actually the westbound ruling grade on the entire main line] is between Oakvale and Bluefield, and the engines of that day were relatively small. I cannot think of any other reason to have an engine watchman at Oakvale, where there are no mines, businesses, etc., requiring shifters to operate out of there.
