N&W at Joyce Ave. in Columbus

I have no idea; it shouldn't have been done as a normal practice (I never saw one turned at Bristol).  The only reason I can think of is that there might have been a problem with the hose connection or the headlight connection on the south (east) end that Joyce Avenue roundhouse didn't want to tackle, so they turned it and sent it to Portsmouth for repair.

  Do you have ANY idea why auxiliary water tenders would be turned on the table as shown on the site referenced below?
  I always thought the tenders were double ended. Perhaps a preference for some reason??
