3.  Lastly, I have also noted pictures of a device
that is supported over the rail bed, and has wires
hanging down - like a horizontal comb.  What is that
device supposed to do?
This was a tell-tale, which indicated the clearance of
a tunnel, bridge, coal pier, or any other low object. 
These are from the era when brakemen were on top of a
car's catwalk, which is why they aren't needed now. 
If you felt it brush you while riding along on top of
a car, it meant you'd better drop fast and lay on the
catwalk.  You were permanently removed from the job
--as well as all other responsibilities in life-- if
you didn't.
