F-units

The GMD's - those F7s built in London, Ontario were  in
captive service on the St. Thomas Division because
Wabash opted NOT to pay import duties on them.  
Apparently there was a stipulation that allowed them  to
enter the U.S. at Black Rock, NY and travel the nine
miles to East Buffalo on the EL.
