  Jeff,
  A little more information would be very helpful. 
      Which direction are you facing and in what direction is the train travelling? Keep in mind that the signals are number/direction specific. Odd numbers govern southward movement and even numbers govern northward movement.
      Is there another signal between the two you have listed?
