  That "shoulder" of ballast at the ends of ties is to keep the track from moving laterally and "kicking out" when the rail heats up.  I think the standards of most railroads call for 18" of ballast beyond the end of the ties.
   
  You'd be surprised how much track can move when rail temperature gets up to 140 degrees.
