They're probably Superheater Co. plates, but I can't guess why there'd be two on the same side . . .

Here's an image from the VTU files. Eng 1302 at Roanoke in 1917.

Mr. Blackstock & Co. ... What are those two plates below the builder's plates? Trust plates? Why two?
