Wonder if PRR, with a history of avoiding improvements to steam design,  
would have considered lateral motion boxes without the 'opinion' of others to  
influence them.  PRR long resisted modern steam ideas, such as boosters, 4  wheel 
trailing trucks, and never designed  a 4-8-4 (excluding one  electric).  For 
20 years from the time of WW I until the borrowed  technology of C & O's 
2-10-4; PRR sort of hid its head in the sand.
