Lois,
       Something that you may want to take into consideration here would be 
the possibility that one of the two engines is being moved to balance power 
needed at other locations. Maybe an extra train was run in one direction and 
there was no train for it to move in the other direction.  Thus it was being sent 
back. This same thing has been going on for as long as I can remember.
