Question about locomotive weights

  The author and the title of the book escape me, but it dealt with locomotive
  construction.  There was a sentence which indicated that following construction,
  the scaling of the locomotive was "by invitation only".  Weight on drivers, of
  course, is a component of engine crew compensation.  Any idea why the
  "weigh-in" was conducted under a veil of secrecy ?
