Thanks, Jeff.  It's been a year or so since my source told me of the  change.
Of course, Shaffers Crossing Car Shop is geared to handle a volume of
"rips"  - four tracks with between the rails car jacks as I  recall.  One 
downside
of shifting the detailed inspection to the outbound had been that it  
generated
only about four bad orders in a day.  Nice to know things have  changed.
