With regard to practices and policies governing the head-ender at
Melborn, the January 1, 1967 edition of the N&W Rule Book  specifies
on p.50 (Forms of Train Orders) that the order must specify which  train
will take the siding at each meeting point.  According to Louis  Newton,
this was the result of a head end collision, not on the N&W, but  on
Southern's Trasheville Division.  The collision is covered in ICC  Report
#3998, but has not been posted to the DOT library.   The  accident
occurred June 21, 1963 at Eufola, NC, a passing siding seven miles  west
of Statesville.  In this territory, eastward trains are superior to  trains 
of the
SAME class moving in opposite directions.   In this instance, the  dispatcher
had issued a "straight" meet, not exact, but something like "No. 54 Eng  6147
meet No. 153 Eng 3101 at Eufola."   The engineer of No. 54 failed  to note
that No. 153 had been upped to a first class schedule.  The result was  that
both trains held the main track.
