Virginia Budget for Rail Improvements?

We should remember that most states supported early railroads as a means
to develop the state's transportation systems and thus promote
development.  Many states either bought bonds or backed the bonds used
to fund these railroads.

This type of government support was hotly debated in state legislatures
then as it is now.
