Gordon,

I don't think "exception" is necessarily the right word.  I have seen many trains, and have relieved a number of them, at South Jefferson St.  At times, I believe, it may simply be at the whim of the dispatcher on duty at any given time, which, of course, must take into consideration any other moves, i.e., yard engines, hostlers, crews returning from South to West yard.

  On January 19 while my wife was in a front room at Roanoke Memorial Hospital I observed a northbound train being held out at the Jefferson Street signal for a considerable length of time.  Maybe this is the expection that proves the rule that northbound trains are held out at Broadway.

    Ron,
           Northbounds would get held at "Broadway" in order for yard crews to switch the flour mill or if they needed enter the Beltline at Franklin Rd.
           One time I had to get a grain train from south yard, pull east of "JK", back south down the "Punk", pull north and then east thru the "Y" at Norfolk Ave down the Norfolk Div. and then back west past N. Jefferson St. in order to go north.
