N&W F units

Only the Canadian-built F's were confined to Ontario.  They were  permitted
to enter the U.S. at Black Rock, N.Y. and travel on EL trackage to  Bison
Yard, about 12 miles.  U.S. built power was also allowed to enter  Canada
to deliver to CN/CP at Fort Erie, Ontario.  N&W was required to  apply to the
Canadian parliament ever 16 years to operate the St. Thomas  Division.  Not
sure what arrangements were made, but after the F's left,  N&W  replaced
them with the 4100-series GP-38's built in LaGrange.
