Except for one GE 44 tonner, the VGN was a solely a F-M road, H-16-44 and H-24-66 locomotives only.
The hot rodded (1750hp vs 1500hp stock) EMD demo F7 ABBA set was on the N&W in 1952. It was in UP colors, with Electro Motive Division on the sides - no UP lettering.
The C&O got F7A 7000-7093 and F&B 7500-7546 in 1950-52, FP7 8000-8015 and F7B 8500-8506 in 1952.

Which of course means I don't need to run my F's on my 1954 layout.... did the VGN or C&O have any F's and if so, when? Would they be appropriate in 1954? I'm rusty on when they were first built...
