Coal Wharf Employees - What Craft/Department?

At the terminals they were Mech. Dept. Laborers; not sure what they were at places like Vicker, Farm, Prichard, etc.

  Does anyone know for sure what craft or Department the coal wharf employees belonged to?

  Many roads used Maintenace of Way Department employees as "pumpers" (at water tanks,) fire cleaners and coal wharf attendants, but I'm not sure about the N&W.
